Post subject: prevention

My sister's computer gets used by a lot of different people who, like my sister, don't know or don't care about system security. Since I'm the one that gets called to fix things and since my advice isn't always heeded I was wondering if there are any ways to strictly control their web access.
Is there a browser with extensions/plugins or a free program available to block all websites apart from exceptions I list?

I'm not pretty sure but I guess Firefox has its plugins for that.
