Found what appears to solve the problem. Before the fix, every time Norton
started ( either on start up or by double clicking the desktop icon) it
would start the dialer.
FIX:
Go to Internet Explorer
Click Tools and Internet Options
Click the Advanced tab
Under Security, Clear the "Check for server certificate revocation (requires
restart)
and "Check for Publisher's certificate revocation" check boxes
My internet explorer had the server cert. checked. Clearing this removed
the problem. By the way I found this in Norton's knowledge base.
