Post subject: blocking unauthorised memory stick activity

I am compiling an extensive database using Microsoft Office Access 2007 and Windows 7.
A copy of the database is to be provided to the local history library and will be installed on their PC via a memory stick. The library is able to prevent unauthorised alteration to the database information by library users, but they are unable to prevent any unauthorised download of the database by someone using the USB port and a memory stick. Disabling the USB port is not an option.
I don’t want to install password protection once Access is opened as that password would also be needed by everyone in the library – but I do want to stop unauthorised access to any illegal copy. The ideal scenario for me would be to make any illegal copy of the database unreadable. Can this be done???
