I think if you launch the AVG control center and then open the e-mail
screen, you should see an option at the bottom that asks if you want to
activate the e-mail scanning.

On one computer I looked at, the language wasn't selected in the
"Certification" section.
'E-mail Scanner', 'Configure', 'Details'.
Even though the "Certify mail" wasn't checked, it wouldn't function until a
language was selected.
