Did you notice the full path to the directory? Does the username contain any
non-alpha numeric characters? I've seen a similar problem in XP once, Norton
refused to write to a directory whose path contained a non-alpha numeric
character. The only solution there was to delete the user and recreate
without the naughty character. the error message was identical to yours, but
it was functionally similar, the directory would be created then install
would fail when file copy to the directory was attempted.
