I assume this new worm doesn't affect the Windows 98 operating system ?

No, The exploit uses cmd.exe as a shell and TFTPs the worm executable in. I have Win98 and can't seem to find cmd.exe anywhere on it. That doesn't mean that there can't be another worm written. Most of my clients, including myself, have been using older Windows operating systems to download the patches and fixes required to get rid of this thing.
