The mess in Haiti is a good example of this. A bandit only needs his
gun and a bit of ammo (or a club, if he is as big as Rodney King was).
He can jump out a window and run with all he needs to make a living.

An honest person needs a lot of clutter to live and make a living. He
cannot protect it without a gun, either his own or a gun hired by
proxy as a cop (ON LOCATION) or a "tame" bandit as a quard.

Result? A shortage of businesses, jobs, taxes to pay for cops and
courts, or universities. And massive poverty.

Well, that's the general case made by vigilantes (sp?) all over,
including around where I live.

That's what I mean about "keeping the cat in the bag". We have
military-grade weapons caches all over the place, so the scene is
awash with military-grade hardware. Only the "good guys" follow the
law, so laws to curb weapons ownership in this context are ineffectual
for exactly the reasons you mention.

If OTOH we had a scene that was not already awash with guns - as may
still be the case in UK, Japan, etc. - then it would be really dumb to
let them in and spread around.
