No more or less safe than an already open one that displays the fact that there
is an attachment. If extensions are to be trusted, an .eml file is just a textual
email (RFC822) and only poses a threat when content is MIME decapsulated
and HTML rendered (and embedded scripts executed) by or for the client
email program.
I check to make sure the file extension isn't indicative of an executable or
other risky filetype. When I see the .eml I go ahead and open it because
I have my client set not to allow scripts to run, and that makes me feel
relatively safe. Better yet, set the client to display only textual email.

I wouldn't click on such a link just out of general principle. I wouldn't worry at all
about deleting such an email unread, in fact I wouldn't have even downlaoded it
from the server (I use "MailWasher" to delete direct from the server). Links in
emails are as untrustworthy as any other untrusted source of input.
