from what I have read in these groups it is a good idea to scan in safe mode
as hopefully the nasties may not be running and thus cannot interfere with
the AV process, however I think many of the top rated AVs I have recently
tried (Kaspersky PP, F-Secure, PC-Cillin) fail to run in safe mode, is this
a failing that needs to be addressed or are these programs sufficiently
secure in normal mode to prevent themselves being hijjacked or interfered
with?

These programs should be able to scan on-demand in safemode no problem.
What I'd like to see from other AV companies, however, is to allow a
formal (or at least near-formal) scan scheduled at next win boot, (scans
before any services windows services are loaded. So far, I've only come
across one AV that does this. While safemode scans are generally better
then normal mode scans, scheduled boot-time scans or formal scans using
a slipstreamed BartPE disk are best.
